Nungwi — Best Overall
Nungwi sits at the northern tip of Zanzibar and is the most popular beach area. The key advantage is swimming at low tide — Nungwi's beach retains enough water to swim even when the tide is out, unlike the east coast beaches. This makes it the most reliably swimmable beach on the island.

Paje is on the east coast and has a very different feel to the north. The beach is broad and white but the tidal variation is extreme — at low tide you walk 400m across sand flats to reach water. When the tide is in, it is beautiful. When it is out, it is not swimmable.
The consistent wind that causes the tidal-flat problem also makes Paje the best kitesurfing spot in East Africa. Multiple kite schools operate here. It also has the youngest, most backpacker-friendly vibe and the cheapest accommodation on the island.
